Draft way-forward proposals
We support regeneration for Spital Hill. This is already happening. Business has picked up during the last two years. The appearance of Spital Hill is already changing. All this is being done by renovating old buildings and developing organically. The historic character of the area needs to be retained as a distinctive part of the city. The plans will turn it into a monochrome, characterless area.
2. We want the present Burngreave New Deal work to be supported and expanded . We ask that there be policies that build on the growing strengths of the area, and give further development to the New Deal programme of 'Creating Enterprise', supporting Businesses running in the area.
3. We want the present rich and varied life of Burngreave to be maintained and enhanced. We want the local people not to be driven out by higher rents and council tax increases. We want to enhance not threaten the present diversity, multi-cultural and multi-racial character of the area, and the present low cost healthy living emphasis of many of the present shops, which directly reflects the local community. We want to support and expand the present multi-faith and not-for-profit enterprises. People come from the rest of the city because of these distinctive characteristics, to worship, shop and eat here.
4. The area has already been blighted by the introduction of the Masterplan and it is urgent that the Masterplan be withdrawn. The Masterplan needs to be replaced by a participative, co-operative, locally led, planning process produced by the planners and local organisations and local people. We suggest the New Deal be the lead partner in this.

For survey to assess awareness and satisfaction with the consultation process
Introduction: what are the goals of this survey?
This is a draft for a possible questionnaire to assess the extent of local knowledge about – and satisfaction with – the Burngreave and Firvale masterplan consultation process.
It is very much an indicative draft, just to make a beginning. The aim is to refine, pilot and re-design it in conjunction with a professional overseer and the council, so that the research process can be as useful a possible to all.
Goals:
- To assess the level of awareness of the Burngreave and Firvale masterplan
- To assess satisfaction with the consultation process that attended the masterplan drafting.
- To assess possible future avenues for local participation in the masterplan process over the next few years.
The goal is not merely to highlight faults with the consultation process, but to think about the future. In what ways can Burngreave residents, workers and traders be more involved in the process in the coming years?
Part of the survey should be done face to face on the street – that way getting a sample that won't have selection bias based on those people who like filling in questionnaires!
This will also allow surveyors to do the following:
- Show people information about the plans and get feedback from them. (Researchers will be trained to know which areas are affected by what, so they don't alarm people.)
- Use the process to highlight to people the various ways that they can get involved in the process. (Although this will have to be defined.)
One possible and immediate way that Burngreave residents can be involved is by helping to carry out this research project. We hope that Burngreave Community Learning Campaign and others would like to work with us to train local people to become local researchers.
With the right level of guidance and support, the tasks of such a research project would not be onerous, and there is a possibility that, through a pilot, we could work out how to integrate with a literacy and numeracy test.
The questionnaire is thorough up to question 4. After that, the questions are merely indicative, and would need to be revised based on an overall study design.
If this were a successful exercise, the process could be carried on into other areas. At the end of this questionnaire, there are some questions on local likes and dislikes, and on food access. These aspects of the research exercise could well be enhanced to become a full food access and retail project. This would include much more intense mapping of distance traveled, cost (time and money), economic as well as social barriers to food access.
But this questionnaire is an indicative start.

We also want to know whether you are satisfied with the consultation process and the extent to which public bodies have involved you in the process.
We're working to involve people living in Burngreave more in planning for the future of their community, and we'll also ask some questions about this.
